PUBLIC ECO-PROCUREMENT: ORGANIZATIONAL AND ECONOMIC FUNDAMENTALS OF IMPLEMENTATION AND EXECUTION
Анотація
The current period of public procurement development in Ukraine (late 2019 – early 2020) is characterized by the second revolution in this area, when the reforming of relations between the state and business in the sphere of providing everything necessary at the most favorable price. With the adoption and entry into force of the new law [1], a new era of public procurement began in Ukraine. All this has changed the paradigm of public procurement as a whole. Harmonization of legislation and regulations with European standards requires the generation of new approaches and forms of interaction between government customers and business as a participant in the procurement process. Reforming the public procurement system has given impetus to a revision of the concept of doing business, on the one hand, and, on the other, to changing the attitude of public procurers to the procurement process as a whole and recognizing the need for budget savings and tendering in particular. In addition, the introduction of the concept of sustainable development into the main normative documents, which form the further course of Ukraine for changes, gives grounds to consolidate these principles in the procurement activities of government customers. Eco-purchases are intended to make consumption more environmentally friendly and, consequently, better, and to encourage businesses to produce products that meet these criteria. Thus, there is a need to develop an eco-procurement implementation mechanism that is adaptable and understandable to all participants in the procurement process. To date, construction has been recognized as a priority area for the implementation of public eco-procurement. This is because construction has a number of harmful effects on the environment, namely: high energy and water consumption, materials used, construction waste, air quality, noise and traffic. All these exogenous factors are offset by public eco-procurement. It is especially important to consider the full life cycle of a product or service. In the case of goods, the manufacturing process, as well as the shelf life and the possibility of disposal after the expiry date are usually taken into account. Based on the above, the subject of the study of this article will be public eco procurement in the field of construction.
