The Approaches to Assessing the Efficiency of Economic Policy Measures to Overcome the Negative Manifestations of Quarantine Restrictions in Ukraine

The purpose of the article is to single out the main approaches to assessing the efficiency of economic policy measures to overcome the negative manifestations of quarantine restrictions in Ukraine. As result of the carried out research, the following approaches to assessing the efficiency of economic policy measures in the context of the coronavirus pandemic were identified: determining an indicator of effective «anti-COVID» policy; substantiation of the list of indicators of socioeconomic development in order to calculate their forecast values; determining trends in the dynamics of integrated assessment of risks which are caused by the pandemic, taking into account the likelihood of their occurrence and the degree of impact on the economy. The existing approaches to assessing the efficiency of economic policy to overcome the negative manifestations of quarantine restrictions are, first of all, aimed at determining whether the authorities have the institutional capacity to form and implement appropriate measures within their powers and financial capabilities. These measures should be sufficiently transparent, given the high degree of uncertainty in the process of the course of the coronavirus pandemic and significant amounts of restrictions on entrepreneurial activities. Secondly, the determination of the efficiency of measures can be carried out according to the forecast values of the indicators proposed in the State Program for stimulating the economy to overcome the negative consequences caused by restrictive measures to prevent the emergence and spread of acute respiratory disease COVID-19 caused by the coronavirus SARS-CoV-2 for 2020-2022. Thirdly, the efficiency of economic policy measures can be determined on the basis of tendencies in the dynamics of integrated risk assessment caused by the pandemic, which takes into account the likelihood of their occurrence and the degree of impact on the economy. Prospects for further research in this direction are to define the efficiency of economic policy measures based on the formation of a system of indicators within the directions of the adopted regulatory legal acts to overcome the consequences of the coronavirus pandemic in Ukraine
