The impact of youth migration on socio-economic development and imperatives of the state policy for preserving the recovery potential of Ukraine

Анотація

The article identifies the key factors of growth and restraint of youth migration activity in Ukraine under the conditions of the war and its consequences. Attention is focused on the fact that increase in the share of young people movements abroad for the purposes of personal safety, higher living standards, better conditions of employment and social protection, human development, etc., makes a particular threat to the economic security and social stability of the state. At the same time, it is emphasized that the intensification of migration processes in the youth segment has a critical impact on (1) demographic stability (shifts in the sex-age structure of the population, changes in the gene pool, settlement dynamics, medical and sanitary consequences), (2) social stability (load on social infrastructure, stratification of society, social tension), (3) economic security (structural and functional changes in the labor market, deformations of labor potential, in particular its intellectual and creative components, migration of economic resources, changes in the level of competitiveness of the economy) of the country. The determinants of the formation of the state policy for youth migration regulation and human potential preservation in Ukraine were specifically studied. Based on this, a wide range of tools for the development and implementation of the Roadmap of the state migration policy with an orientation towards reducing social, economic and migration losses of youth in order to preserve and use the intellectual and personnel potential in the post-war reconstruction of Ukraine is substantiated. The macroeconomic component of Ukraine's economic security is also considered in view of the urgency of implementing measures to counter the risks of migration losses of the young population, in particular, regarding the creation of conditions for youth self-realization and participation in national development and recovery. It is recommended to adhere to the developed concept of the mutual influence of the growth of acute social problems (caused by full-scale military actions and the consequences of war), youth migration and loss of human potential when building the Roadmap for the implementation of the state policy of regulating migration trends in Ukraine.
