The experience of assessing the EU economies’ resource productivity and the ways of its adaptation in the domestic practice

Since the signing of the Association Agreement with the European Union in 2014 and receiving the status of a candidate for membership in the European Union and the Organization for Economic Cooperation and Development in 2022, Ukraine, in fact, has started to join the implementation of the sustainable development concept priorities and the development of a system for monitoring their implementation. Resource productivity is among the most significant indicators of sustainable development. The article analyzes the main program documents of the EU and OECD, which regulate the assessment of resource management productivity, and also highlights the main methodological approaches to measuring resource productivity in member countries. The analysis of the existing methods of calculating the productivity of resources in Ukraine is carried out, their shortcomings are identified, and a comparison with the current methods used in the EU and OECD is made. The dynamics of resource productivity in comparison with GDP and domestic material consumption in the EU in 2000-2021 is studied. The article analyzes the resource productivity in the EU in 2021 by member countries, leaders and outsiders are determined, and countries are grouped according to the level of the specified indicator by the Pearson correlation coefficient. In view of the potential accession of Ukraine to the EU and OECD and joining the existing accounting systems in the future, the approbation of the application of the methodology used in the above-mentioned organizations is carried out, namely the calculation of resource productivity in Ukraine in 2017-2020 based on existing statistical data. An analysis of the obtained results is carried out. The article offers recommendations regarding the adaptation of the global experience of resource productivity calculation for the use of current methods at the regional level.
