Анотація

Introduction. The presence of different views the problems of functioning and development of SME and HMEE necessitates the development of a new Concept for the use of information technologies and traditional management technologies for their most effective use in the day-to-day activities of educational establishments.Purpose: The purpose of the article is to substantiate the problematic issues of the organization of scientific researches for ensuring the modern functioning and development of SME and HMEE.Methods: Research methods are theoretical, analytical, using scientific sources for the creation and operation of information-analytical management systems. Results. It is proposed to create a cluster system of military education management and to develop the Concept of infocommunication support in the HMEE.Conclusion. Increasing the effectiveness of research in the interests of the military education system and higher education institutions will contribute to:directions of scientific researches are in interests of providing of the renewed functioning and development of SME and HMEE within the framework of Program "Improvement of military education";substantiation of measures to improve the quality of the function and development of the military education system using the cluster system(in the light of the experience of NATO member countries.)
