ДЕРЖАВОТВОРЧІ ПРОЦЕСИ ДО ПОВНОМАСШТАБНОГО ВТОРГНЕННЯ РФ НА ТЕРІТОРІЮ УКРАЇНИ

Анотація

The article analyzes historical concepts that consider the current conditional national model of governance in the described direction.For this purpose, the peculiarities of the influence on the governance processes in Ukraine before the full-scale invasion of the Russian Federation were revealed.Particular attention was paid to tracking the traditions of self-regulation and public participation in management, to the introduction of the theory of complementarity to local authorities; finalization of the scientific point of view, which emphasizes the crucial importance of successful decentralization and organization of local government for building a strong statehood.The main principles of the formation of central bodies of executive power in independent Ukraine are described and analyzed; the problems of implementation of local self-government reforms and contradictions between power structures in the regions (state administration and local government bodies) are revealed.In addition, a number of attempts to resolve these conflicts are analyzed; the role and significance of the European experience in the organization of municipal administration is highlighted, numerous attempts to improve the legal regulation of this sphere in the country are shown, the main directions of the transformation of state governance into public administration, which is based on the partnership of the government and the people, are outlined.Scientific research is traditionally carried out in the field of building relations between central and local authorities: current problems and prospects for their effective interaction are clarified; examples of the implementation of current legislation related to civil service are provided; evaluation of innovations in the specified area and their effectiveness in the context of the European integration course was carried out; the research also highlighted ways of further decentralization and general democratization of national construction, selected and analyzed similar world models, made conclusions about the peculiarities of their implementation on Ukrainian territory.
