Анотація.Розвиток України на сучасному етапі характеризується акцентом на адміністративну та фінансову децентралізацію, що супроводжується передачею повноважень та ресурсів на місцевий рівень.Метою таких реформ є формування фінансових засад розвитку територіальних громад в Україні на основі ефективного використання їх фінансово-економічного потенціалу.Статтю присвячено дослідженню наукової парадигми фінансового потенціалу об'єднаних територіальних громад в умовах фінансової децентралізації.Визначено тлумачення поняття «потенціал»
