WAR, COOPERATION AND TECHNOLOGY HOW UKRAINE CAN BENEFIT FROM THE EXPERIENCE OF OTHERS

The article presents a comprehensive analysis of international cooperation practices in countries experiencing active military conflict, aiming to identify effective strategies for strengthening defense capacity, maintaining economic resilience, and integrating technological solutions under wartime conditions. Particular focus is given to the case of Ethiopia during the Tigray conflict (2020–2022), where the country managed to establish a multilayered model of interaction with foreign partners, including Turkey, China, the UAE, Israel, and Russia. Key types of support are analyzed: drone and equipment supplies, logistics and infrastructure recovery, cybersecurity, humanitarian aid, and professional military training. The study emphasizes cooperation with the private sector, which enabled the introduction of advanced technologies. A comparative analysis is conducted with Israel’s experience, where, since 1948, a robust defense ecosystem has been built with strategic support from the United States and other global allies. This approach enabled Israel not only to ensure national security but also to develop its industrial base, scientific research, and infrastructure. In contrast, Syria’s case demonstrates how narrowly focused military assistance, without socioeconomic reinforcement, can lead to institutional collapse. Based on these comparisons, the article identifies five key priorities for Ukraine: diversification of foreign partnerships, localization of arms production, digital transformation of the military sector, internal stability, and maintaining a balance between international assistance and domestic capacities. The findings may serve as a foundation for designing Ukraine’s long-term international cooperation strategy in the context of full-scale war with Russia and the need for strategic endurance.
