MODERN CONSTRUCTION MANAGEMENT MECHANISMS IN THE POST-WAR RECONSTRUCTION OF UKRAINE

Анотація

The article examines modern construction mechanisms in the post-war recovery of Ukraine. It i emphasized that as a result of prolonged hostilities, the country has suffered significant human and material losses, while infrastructure, housing, industrial facilities, transport and engineering communications have been destroyed or severely damaged. Under such conditions, the construction sector must become a key industry capable not only of rebuilding destroyed assets but also of modernizing the economy in accordance with global standards. The study highlights the urgent need to establish new organizational structures and management mechanisms in the field of capital construction. Innovative approaches to strategic, multi-project and project management are proposed, including the application of PMBoK:2021 standards, the establishment of professional project management offices (offices PMO), the integration of international experience and the mobilization of investment resources. The research outlines the necessity of a multi-level planning and management system that operates at national, regional and local levels. The key principles and prerequisites for creating an effective mechanism ensuring synchronization among state authorities, business entities and international partners are identified. It is stressed that the construction complex can serve as a locomotive of economic growth, contribute to the balanced development of regions, improve living standards and accelerate Ukraine’s integration into the global community. As world practice shows, the application of the developed progress management mechanism in Ukraine, compared to traditional forms of program and project management, will allow: to reduce labor costs and the duration of the development and implementation of program and project activities by 10...18%, and their cost by 9...17% and more. The results of the study have practical value for shaping new models of project management in recovery initiatives and provide a foundation for further scientific exploration of post-war reconstruction processes.
