MAIN INDICATORS OF DIGITALIZATION OF PUBLIC ADMINISTRATION: INTERNATIONAL PRACTICE

Анотація

In the article, based on the generalization of analytical and methodical developments and ratings (indices) of international organizations and institutions, indicators for analyzing the level of formation and development of digitalization of public administration are selected, among which it is worth specifying the basic infrastructural elements of digitalization, sectors with digital support, sectors of new digital technologies. It has been proven that the main components of international and world ratings, which determine the development of digitalization of public administration, are such characteristics as: the level of quality of training, education and science, technological conditions, favorable regulatory and legal framework, digital literacy of the population, and the readiness of business and state institutions to cooperation and investment in advanced digital technologies. The necessity of having and maintaining a close relationship between the level of the country's development and the level of digitization of public administration is well-founded. It is emphasized that despite the certain obviousness of the processes of development of digitalization of public administration, the issue of measuring the specified sphere in comparison with other public and state spheres is quite difficult given the presence of different approaches to understanding public and other spheres. The comparative ranking analysis of the place of our state among the countries of the world in terms of the level of digital development confirms that the national system has the necessary potential to introduce the latest digital tools and implement innovative changes in the formation of a new type of society and governance. Ukraine has joined the global digitalization process and is undergoing transformational changes in the direction of the formation of a digital society and digital economy, which requires the implementation of innovative changes in the formation of a new type of society and management based on a complex of management, organizational, investment and innovation measures.
