MECHANISMS FOR FORMING A CAPABLE TERRITORIAL COMMUNITY IN THE CONTEXT OF A SERVICE-ORIENTED STATE
Анотація
The scientific paper reveals the essence of forming a capable territorial community in the context of the public service activities of the state. It substantiates that the effectiveness of local self-government is determined not only by the scope of delegated powers or financial resources but also by a comprehensive system of interaction between the state and the community. The main mechanisms for forming a capable community are identified: financial and economic, organizational and managerial, human resource, innovation and digital, and social. It is shown that the public service model of state governance creates favorable conditions for community self-development, improves the quality of public services, and strengthens citizens’ trust in the authorities. It is concluded that the partnership between the state and communities serves as the foundation of a new architecture of public governance focused on transparency, accountability, and sustainable development.
