Financial and investment provision and modernization of civil defense systems of Ukraine

Анотація

The paper provides a comprehensive study of the transformation of Ukraine's financial and investment policy in the field of civil protection amid the ongoing full-scale armed aggression. It is substantiated that threats to national security have acquired an unprecedented character, necessitating a revision of the state's strategic priorities: from simple emergency response to preventive investment in innovative security infrastructure. The dynamics of budget allocations during 2023–2025 are analyzed in detail. Particular attention is paid to the educational sector, where the allocation of over UAH 17 billion over three years has enabled the resumption of full-time education for tens of thousands of students through the development of a network of modern shelters. Recent legislative initiatives are considered, specifically the Procedure for using funds dated August 13, 2025, regarding the implementation of standard projects for the construction of dual-purpose structures. The role of local budgets in ensuring territorial security is demonstrated using the example of the modernization of the alert system in the Cherkasy region. The challenges of 2026 are investigated, particularly those related to the limited financial autonomy of territorial communities due to the redistribution of Personal Income Tax (PIT). The author proves that under resource scarcity, multi-channel financing becomes a key mechanism, including not only state expenditures (forecasted at UAH 2.8 trillion for the security sector) but also international assistance and the development of public-private partnerships. The vectors for modernizing the civil protection management model through the integration of digital observation platforms, automation of early warning systems, and the use of crisis forecasting software are outlined. It is concluded that investing in a high-tech civil protection system is a strategically justified step that ensures sustainable economic development and minimizes future state losses.
