TRANSFORMATIONAL PROCESSES OF SOCIAL SERVICES PROVISION IN TERRITORIAL COMMUNITIES TO IMPROVE THEIR QUALITY STANDARDS

Анотація

The practical application of the basic structural principles of the decentralization reform in Ukraine has led to the development of local self-government and the formation of united territorial communities that assume new areas of responsibility. One of these areas is social security and assistance, which is an important area in terms of both the people in need of this assistance, as they find themselves in difficult life circumstances for various reasons, including the military operations in the country, and the procedure for providing social services. The local level of government should be close to the level of recipients of these services, making efforts in accordance with the current legislation to provide them with appropriate decent living conditions. This is a problematic issue, given that the local governments established in recent years have huge development needs. Therefore, the authors reveal the mechanism for organizing the provision of social services in the context of decentralization, which involves the use of a unified approach to each sector of the social services sector and a clear division of responsibilities between central government and regional authorities. The current practice of providing social services in territorial communities is analyzed, and in order to expand the opportunities for citizens to receive social services in the Ternopil region in wartime, the standards for the activities of social service providers in wartime and emergency are simplified. The problems of providing social services during the war are investigated and a number of procedural actions are proposed to improve them, in particular: regulation of unequal access of citizens to social services; forecasting mechanisms for overcoming the lack of resources; increasing the participation of representatives of the non-governmental sector in the provision of social services.
