PROSPECTS OF ORDERING THE ADMINISTRATIVE-TERRITORIAL STRUCTURE OF UKRAINE AT THE REGIONAL AND DISTRICT LEVELS

Анотація

The article is devoted to highlighting the prospects for streamlining the administrative-territorial structure of Ukraine at the regional and district levels; the works of scientists from various fields devoted to the problems of the administrative and territorial structure of our state were analyzed; the essence and principles of the administrative-territorial structure of Ukraine are defined, its historical evolution is traced, and the features of regulatory and legal regulation are analyzed; it is shown that improving the territorial organization of power is a comprehensive and systemic step towards the formation of full-fledged local self-government and an effective administrative-territorial structure of the state; It has been proven that modern processes of development of public administration, the relentless dynamics of socio-economic processes and the degree of satisfaction of the social needs of the country’s population require the completion of changes in the internal system organization of our country; It is shown that the main stage of the reform of the administrative-territorial structure, a component of the large-scale decentralization process in Ukraine, has actually been completed; It is described that reforming the administrative-territorial structure is a component of the administrative-territorial reform, designed to optimize the territorial management system, streamline the relations between authorities of different hierarchical levels, and contribute to improving the standard of living of every citizen in every urban or rural settlement; Ukraine in terms of forming a capable regional and district levels, projects for the formation of regional and district levels of the administrative-territorial structure of Ukraine, and the introduction of constitutional changes in terms of the administrative-territorial structure of the state were considered.
