Development of Ukraine’s innovation environment in the context of digital transformation and post-war reconstruction.
Анотація
Aim of the study. The aim of the study is to substantiate the theoretical and practical foundations for the development of Ukraine’s innovation environment in the context of digital transformation and post-war recovery by analyzing the current state of innovation activity, identifying key barriers and structural disproportions, and determining priority mechanisms of state support, investment stimulation, and institutional provision for innovation-driven growth. Research methods: analysis and synthesis, comparative analysis of Ukraine’s innovation indicators against the EU average, statistical analysis of international and national data, structural-logical modeling, graphical interpretation of innovation trends, and an institutional analysis of digital policy instruments supporting innovation development. Results of work. It was determined that the positive dynamics of digitalization, including the wider availability of e-government services and digital interaction tools, have not been accompanied by a proportional strengthening of the research base, R&D financing, or intersectoral innovation cooperation. On the basis of comparative analysis of international and national indicators, it was found that Ukraine maintains a relatively strong human capital base and demonstrates competitive positions in knowledge-intensive service exports and medium- and high-technology exports; however, the conversion of this potential into sustainable innovation output is constrained by weak research attractiveness, insufficient lifelong learning participation, low levels of public and business R&D expenditure, and fragmented interaction among science, business, and the state. It was also shown that the reproduction of human capital has been significantly affected by war-related losses, migration, infrastructure destruction, and territorial disparities in digital development. The institutional role of digital transformation in supporting innovation activity was substantiated, and it was demonstrated that digital public services and the Diia.City legal regime have created more favorable conditions for technological entrepreneurship, highly skilled employment, venture financing, and the scaling of innovation-oriented business activity.
