FINANCING THE ELECTIONS OF THE PARLIAMENT OF UKRAINE AT THE EXPENSE OF THE STATE BUDGET: SCIENTIFIC AND PRACTICAL DISCUSSION

Анотація

In the article practice of financing of elections is analysed in parliament due to money of the state budget. Front rank experience of the European and other states is used in the field of the budgetary financing of elections in parliament. The evolution of financing of elections of deputies of people’s is also characterized from time of proceeding in independence to present time. Theoretical approaches of understanding of the stages and elements of financing of elections are distinguished due to the state budget. Procedure of financing of elections of deputies of people’s is analysed on the current electoral legislation of Ukraine. The analysis of, legal, informative, technical orgware of realization of plenary powers of the special organs is separately conducted for organizations and realization of elections. The role of the Central election committee and other organs is described at distribution of the budgetary financing of elections. The features of the budgetary financing of separate countries are investigational and certain advantages and lacks of the budgetary financing are distinguished.
