Modernization of regulatory policy in local communities of Zakarpattia oblast in the context of decentralization and post-war recovery
Анотація
This article examines the institutional and spatial-functional prerequisites for modernizing regulatory policy in local communities in the context of decentralization, military challenges, and Ukraine’s post-war recovery. It is argued that the current regulatory policy of local communities is ceasing to perform an exclusively procedural and normative function and is transforming into a strategic tool for ensuring local development, enhancing the institutional capacity of communities, stimulating entrepreneurial activity and investment attractiveness, and creating a favorable environment for the socio-economic recovery of territories. It is determined that the deepening of decentralization processes, the expansion of local self-government bodies’ powers, and the need to adapt the public administration system to wartime conditions highlight the need to transition from a formal-procedural model of regulatory activity to a model of strategically integrated regulatory governance. The regulatory and organizational foundations for the formation of regulatory policy in territorial communities have been analyzed. It has been established that the current institutional architecture of regulatory activity creates the basic prerequisites for the modernization of regulatory governance; however, its potential is underutilized due to the prevalence of a formalistic approach to regulatory procedures, insufficient digitalization, low integration of regulatory decisions with spatial and strategic planning, and limited use of tools for electronic interaction with the public and business. Attention is paid to the Zakarpattia region as a specific area for modernizing local governments’ regulatory policies. It is demonstrated that the region’s border location, significant proportion of mountainous areas, a poly-structured network of communities, the development of cross-border cooperation, the relocation of enterprises, and the digitalization of service infrastructure create a need for a spatially differentiated model of regulatory policy. It is concluded that the modernization of community regulatory policy in the Zakarpattia region should be carried out on the principles of digital openness, adaptability, institutional flexibility, strategic coherence, and the integration of European governance principles into the system of local territorial development management.
