Foreign experience providing socio-economic needs of territorial societies

Анотація

The subject of article is foreign of socio-economic needs of local communities. The purpose of the article is analysis experience functioning territorial societies of foreign countries. Results of research. Foreign experience of the functioning of community development funds (with the aim to use this tool to finance local development in Ukraine) was analyzed in the article. Obstacles on the way to creation of community development funds, and perspectives of their functioning in Ukraine and throughout the world were analyzed. Scope of results of research. The results of the research can be applied in practical economic and administrative activities. Conclusions. Creation of the real mechanism of providing profitable sources of organs local selfgovernment in accordance with their expense plenary powers and is the necessary condition financing of socioeconomic necessities of territorial societies. World experience of most foreign countries argues that a local administrative department, as a rule, is carried out both through the organs of state administration appointed from a center on places and through representative organs which are elected the population of the proper administrative-territorial units.
