SYSTEM OF IMPLEMENTATION OF ADMINISTRATIVE SERVICES AS THE BASIS OF FORMATION OF THE SERVICE STATE

Анотація

The article analyzes the scientific approaches to the principle of systematicity and identifies its main components. It is substantiated that the principle of systematic implementation of administrative services consists in the comprehensive provision and receipt of the system of administrative services and preservation of the integral provision of the right of citizens to certain tangible and intangible benefits. The principle of systematization provides for the introduction of a single public authority – in particular, the Ministry, the State Committee or the National Agency in order to cover all the databases required for the systematic provision of administrative services. Systematic implementation of administrative services as a basis for the formation of the service state involves the combination of the following elements: providers of administrative services; communication system; regulation of quality standards for the provision of administrative services; systematization of databases required for obtaining administrative services; formation of a system for monitoring the quality of administrative services; administrative services; seventh, the set of recipients of administrative services. In our opinion, today there is a problem of forming electronic offices of all recipients of administrative services with their identification. To this end, it is necessary to create a single central executive body that would shape the state policy on the provision and quality control of administrative services. The article proposes the need to adopt the draft Law of Ukraine «On Electronic Administrative Services», which would regulate the procedure and system of providing administrative services. This will simplify the procedure for obtaining administrative services, solve the issue of providing administrative services online, especially when a citizen can not visit the centers of administrative services. In addition, this procedure for obtaining administrative services will significantly bring such services closer to the population, as well as reduce financial costs from the state and local budgets for office rent, office supplies, office equipment maintenance, etc.
