THE ROLE OF CULTURAL AND INTELLECTUAL POTENTIAL IN THE DEVELOPMENT OF A MODERN STATE
Анотація
The article explores the role of cultural and intellectual potential as system-forming factors of state development in the context of global transformation and war. It is substantiated that humanitarian and knowledge resources are the foundation of state stability, national identity, security and modernization dynamics of society. The evolution of ideas about cultural and intellectual capital in domestic scientific thought is analyzed, and their place in the public administration system is revealed. Particular attention is paid to the influence of the Soviet paradigm on the process of forming the institutional and organizational environment of intellectual activity in Ukraine and to modern trends in the integration of humanitarian potential into national security policy. It is shown that in wartime conditions, culture and knowledge are transformed from the humanitarian sphere into a strategic resource of state survival, mobilization and restoration. Cultural capital is defined as the basis of collective identity, moral resistance and social consolidation, and intellectual capital as the cognitive and technological basis of innovative management, adaptation and reproduction of state capacity. It is proven that their interaction forms humanitarian security, informational stability and strategic competence of the modern state. The work substantiates the need for institutionalization of cultural and intellectual capital in national security, reconstruction and sustainable development strategies. Key areas of state policy are identified: support for education, science, culture, innovation, development of digital education, protection of cultural heritage, stimulation of the return of intellectual personnel and creation of funds to support humanitarian initiatives. The results of the study confirm that the synergy of cultural and intellectual potential is a necessary condition for the formation of a «state of knowledge» and culture model of public administration, oriented towards knowledge, values, innovation and social stability.
