FINANCIAL BASIS FOR THE FUNCTIONING OF LOCAL SELF-GOVERNMENT IN THE CONTEXT OF DECENTRALIZATION OF POWЕR
Анотація
The implementation of the right to local self-government, which is entrusted to the bodies and direct officials of local self-government, requires a legal definition of the directions of the budget and tax policy, with the aim of implementing financial decentralization in the interests of the residents of the community. The need for a more detailed definition and characterization of the possibility of attracting state grants and subventions at the level of the territorial community and delineating the main aspects of the distribution of funds and establishing responsibility for improper use of funds, determining the advantages and disadvantages of the financial decentralization system.
