SHUTDOWN-CRISIS IN THE USA: IMPLICATIONS FOR THE SYSTEM OF INTERNATIONAL FINANCIAL SUPPORT FOR UKRAINE
Анотація
The materials present an analysis of the modern phenomenon of shutdown as a mechanism of budgetary destabilization and an indicator of institutional tension between the branches of government. It is found that in 2023-2025 the threat of government shutdown has acquired a systemic character and has become an instrument of inter-party pressure. It is emphasized that shutdown is not a technical shutdown of the government, but a form of political bargaining that reflects the depth of institutional conflicts and polarization of American society.
