ІНСТРУМЕНТИ ТА ПРОЦЕДУРИ АНТИКРИЗОВОГО ПУБЛІЧНОГО УПРАВЛІННЯ В УКРАЇНІ

Анотація

The article analyzes the tools and procedures of anti-crisis public administration in Ukraine, which play a critical role in ensuring the stability and development of the state in the conditions of economic crises and emergency situations.The main tools and procedures of anti-crisis management in the economic sphere of Ukraine are given, in particular, strategic planning; financial regulation; tax and budget policy; financial support of business entities; regulation of foreign economic relations; social policy; public regulatory policy.It was found that these tools and procedures jointly help the Ukrainian state to prevent, overcome and adapt to economic crises and emergency situations, ensuring the stability and sustainable development of the country's economy.Special tools of anti-crisis public management in the economic sphere are considered, in particular anti-crisis strategy, anti-crisis program, anti-crisis monitoring, anti-crisis controlling, reengineering.Anti-crisis public management tools in crisis situations are grouped into two groups, in particular administrative (based on the use of public power and do not require additional financial resources) and economic (include monetary policy tools, such as regulation of the discount rate, establishing and changing the size of minimum reserves financial institutions, operations of public bodies on the securities market (including issuance of public obligations and their trading), as well as tax and budget policy).It was found that these tools together form a comprehensive approach to anti-crisis public management in the economic sphere, aimed at preventing, identifying and overcoming economic crises and ensuring sustainable development.The following tools and procedures are highlighted, which contribute to strengthening the stability of the economy in the conditions of war, namely financial support of business; investment support; support of foreign economic activity; simplification of legal registration; taxation and regulatory policy; measures of monetary policy and the financial sector, currency restrictions.
