EU COHESION POLICY: EXPERIENCE OF THE BALTIC STATES AND CROATIA AND ITS RELEVANCE FOR UKRAINE
Анотація
This article examines the European Union Cohesion Policy as a fundamental mechanism aimed at strengthening economic, social, and territorial cohesion across EU Member States.The study explores the theoretical foundations of the policy, with particular emphasis on multi-level governance and institutional capacity-building frameworks.Special attention is devoted to the practical implementation experience of the Baltic States and Croatia in managing European Structural and Investment Funds (ESIF).The research identifies key determinants of successful policy implementation as well as persistent challenges affecting absorption efficiency.Furthermore, the article highlights the implications of these experiences for Ukraine in the context of European integration, decentralisation reforms, digital transformation of public administration, and post-war recovery processes.
