Evolutionary cybernetics

Анотація

The article is devoted to the formation of the conceptual and methodological foundations of evolutionary cybernetics as a new interdisciplinary scientific field. It unites the principles of classical cybernetics, evolutionary theory, cognitive sciences, and noospherology to study the universal laws of development of complex systems and the mechanisms of their directed management.The integration of the basic categories of management, adaptation, and feedback with evolutionary processes of variation, selection, self-organization, and synergy is proposed. For the first time, a system of cybernetic invariants is outlined (informational, resource, regulatory, structural, temporal, integrity, teleonomic), which provides comparative analysis of biological, social, technogenic, and cognitive systems within a unified methodological framework. Special attention is paid to the cognitive barriers of evolution, in particular the limitations of thinking, the deficit of strategic vision, and the dominance of short-term decisions. The prospects of overcoming them are shown through the development of cognitive culture, the creation of mechanisms of collective intelligence, institutional reforms, and the use of NBIC-technologies and artificial intelligence as «cognitive prostheses». The paper proposes a generalized formulation of the universal law of evolution, which integrates entropic tendencies, information flows, and feedback mechanisms, taking into account the active role of consciousness. The practical significance of evolutionary cybernetics is considered in the dimension of forecasting, modeling, and managing global processes. Among the expected results are the creation of integral indicators of «life security», capable of quantitatively assessing the resilience of complex systems, and the formation of a unified scientific language for planetary governance. The synthesis of the ideas of V.I. Vernadsky and V.M. Glushkov is emphasized as the foundation for a new paradigm of directed evolution. Thus, the article substantiates evolutionary cybernetics as a strategic scientific basis for sustainable development and global security of civilization.
