AGROLOGISTICS DEVELOPMENT IN UKRAINE: ECONOMIC AND LEGAL REGULATION UNDER CONDITIONS OF WAR

Анотація

This article examines the development of agrologistics in Ukraine and the features of its economic and legal regulation under martial law. The relevance of the study is driven by the large-scale disruption of transport and logistics infrastructure, the breakdown of established supply chains, and the growing risks faced by the agricultural sector, which plays a critical role in ensuring both national and global food security. The article aims to assess the impact of wartime factors on the functioning of Ukraine’s agrologistics system and to substantiate priority directions for improving its economic and legal regulation. To achieve this aim, the study addresses the following objectives: to review the current state of freight transportation of agricultural products in Ukraine; to analyze the key regulatory and legal acts governing such transportation; and to justify measures aimed at enhancing the safety and efficiency of logistics operations under wartime conditions. The methodological framework is based on a combination of general scientific and specialized methods, including analysis and synthesis, a systemic approach, regulatory and legal analysis, and statistical methods. This approach enabled the integration of economic assessment of transport enterprises with the evaluation of the legal environment in which they operate. The findings indicate that military actions have significantly destabilized agrologistics processes, particularly due to the blockade of seaports, destruction of infrastructure, rising transportation costs, and a decline in the number of operating enterprises. A substantial transformation of logistics routes has been identified, with a shift toward land-based corridors to EU countries and an increasing role of multimodal transport. The study substantiates the importance of digitalization of logistics processes, diversification of supply chains, strengthening state support mechanisms, and harmonization of national legislation with European standards. The practical significance of the results lies in their applicability for developing adaptive strategies to enhance the resilience and efficiency of agrologistics in wartime and post-war recovery contexts.
