Application of the Apparatus of Fuzzy Logic for Assessing the Development of Human Capital in Ukraine

The purpose of the article is to analyze the dynamics of the level of human capital development in Ukraine before the full-scale invasion of it by the Russian invaders using the theory of fuzzy sets and fuzzy logic.The necessity of using qualitative information for estimating the amount of human capital and the impossibility of using multivariate statistical methods for this are substantiated. Primary partial indicators characterizing the value of this capital are considered.The fuzzy set theory apparatus was used to assess the level of human capital development. In particular, a hierarchical system of the relationship of primary partial indicators with intermediate and resulting integral indicators of the value of this capital, fuzzy expert knowledge bases of the Mamdani type and corresponding systems of fuzzy logic equations were built. Defuzzification of fuzzy data was performed using the center of gravity method.The results of calculations of the human capital of Ukraine for 2013-2021 using the Fuzzy Logic Toolbox module of the MatLab program showed that the Russian armed aggression in 2014 had a significant negative impact on this capital. Although in 2017, the decrease in the value of this capital stopped, it is still far from reaching its pre-war value.
