Рекомендації щодо фінансового та економічного забезпечення потреб національної оборони під час протидії гібридній війні

Анотація

The goal of the hybrid war is to achieve certain strategic goals by the aggressor state. For this, a set of instruments of diplomatic, economic, military, information and others is used. Since resources are needed to counter the hybrid war, especially financial, the Russian Federation (RF), in advance of the armed conflict, began to use economic pressure on Ukraine, which led to significant losses in the national economy and, as a result, to a significant impoverishment of citizens living in the territory Ukraine.In the context of combating the hybrid war and the weak economy ofUkraine, there is an urgent need to improve the system of economic and financial support for national defense, taking into account the available resource and minimizing the impact on the socio-economic development of the country.The purpose of the article is to develop recommendations on financial and economic support of the needs of national defense in the course of countering the “hybrid war”.Suggestions:bring the structure of the defense budget of Ukraine to the structure of the budget of the defense sector of the NATO` member countries with the subsequent distribution of personnel costs not more than 65%; operating expenses (including maintenance of weapons and military equipment) of at least 15%, capital expenses (infrastructure, financing of research and development, procurement of weapons and military equipment) of at least 20%. To achieve such an indicator, it is necessary to ensure spending on national defense in the amount of 3% of GDP, which, according to projected GDP growth indicators for 2020, should amount to 13796 billion UAH;reduce the share of hidden purchases, which will increase the role of public control in the field of public procurement in the defense sector and will help to better control procurements and identify violations and abuses;remove restrictions on export-import operations this will allow for closer cooperation with defense enterprises of the NATO countries, a quick transfer of technology and reduce government influence on the formation of enterprise policies;accept the experience of the United States and introduce a ratio of 0.4% of the total defense budget of Ukraine (or 410 million UAH in 2019) for research and development.
