MECHANISMS OF STATE MANAGEMENT OF THE DEVELOPMENT OF PSYCHOLOGICAL RESILIENCE OF PUBLIC SERVICE PERSONNEL IN THE CONDITIONS OF THE RUSSIAN-UKRAINIAN WAR

Анотація

The article provides a comprehensive analysis of public administration mechanisms aimed at developing the psychological resilience of public servants in the extreme conditions of the full-scale Russian-Ukrainian war. The relevance of the study is due to the critical increase in the psycho-emotional load on representatives of state authorities and local governments, which directly affects the quality of management decision-making and the stability of the functioning of state institutions during the crisis period. The authors argue that under martial law, traditional approaches to personnel management in the public sector require transformation towards human-centricity and the introduction of psychological support tools. The article examines the regulatory, organizational, economic, and socio-psychological mechanisms that form the system for ensuring the professional resilience of employees. Particular attention is paid to the analysis of foreign experience in managing personnel stress resistance in conflict zones and the possibilities of its adaptation to Ukrainian realities. The article identifies key factors that have a destructive impact on the mental health of officials: security risks, 24/7 work, ethical dilemmas, and compassion fatigue syndrome. It is proven that an effective public administration mechanism should be based on an integrated approach that combines institutional support (creation of specialized psychological support services), an educational component (training on developing self-regulation skills), and digitalization (use of mobile applications to monitor psychological state). Based on the research, practical recommendations were formulated to improve state policy in the field of public service. The introduction of mandatory standards of psychological safety in the workplace and the expansion of social guarantees for employees performing duties in front-line areas were proposed. The conclusions of the article emphasize that investments in the psychological capital of public servants are a strategic condition for maintaining national stability and effective post-war recovery of Ukraine.
