TRANSFORMATION OF THE ENTREPRENEURIAL ENVIRONMENT IN THE CONTEXT OF THE DEVELOPMENT OF THE MARKET OF INNOVATIVE TECHNOLOGIES IN UKRAINE

Topicality. Ukraine has proclaimed the way to the development of a sustainable, innovative economy, but there are still many obstacles to this because the activities in this direction are not systematic. The persistence of the trend of low innovation activity of enterprises and the conservation of the low-tech structure of the domestic economy confirms this. At the same time, the international division of labor occurs not under the influence of natural differences in raw materials, but on the basis of the use of intellectual potential, human capital and a high technological level of production. One of the necessary conditions for innovative development is a civilized market of innovative technologies, both at the international, national, and regional levels. All of the above caused the need to transform the business environment in the context of the development of the market of innovative technologies in Ukraine. Aim and tasks. The article is aimed at developing a methodological approach to the transformation of the entrepreneurial environment in the context of the development of the market of innovative technologies in Ukraine. To achieve this goal, it is necessary to solve the following tasks: - to identify gaps between technologically developed economies and the economy of Ukraine; - to prove that it is expedient to consider state regulation as a transformative factor; - to improve the methodological principles of state regulation in the process of transformation of the business environment for the development of the market of innovative technologies; - to determine the aspects that determine the transformation process; - describe the concepts, approaches, models and methods on which the transformation process should be based. Research results. It is proved that the task of transforming the business environment is to overcome such gaps between the national economy and the economy of technologically developed countries as: technological, i.e. parity exchange of the latest technologies occurs only between developed countries, and technologies of previous levels are transferred to the markets of other countries, which allows companies of developed countries to increase profits by "stretching" the life cycle of technologies in time; competitiveness of production; the quality of the structure of the business sector; the degree of depreciation of fixed assets; quality of institutional factors. It is revealed that it is advisable to consider state regulation as a transformative factor, which should cause certain changes in the economic system (which in this case is the business environment). It is substantiated that state regulation as a transformation factor should be based on such methodological principles as: consistency as a logical sequence and continuity of measures to achieve the goal of transformation; rationality as a movement towards achieving the goal using the most effective methods; analyticality as the use of objective information and determination of real results of the transformation process using quantitative and qualitative indicators; transparency as a decision-making procedure based on objective consideration of alternatives and control of all actors of the transformation process. It is proved that the quality of institutional factors is primary, i.e. other gaps (competitiveness of production, quality of the structure of the business sector, degree of depreciation of fixed assets) are derived from it. method (the main features of which are systematic, focused on achieving a specific goal or system of goals, consistency and organizational isolation of target programs) and project approach, i.e. to achieve each target function, it is necessary to develop projects in the form of state target programs. For this purpose, an algorithm for the development of state target programs and their structure is proposed. Conclusion. The proposed methodological approach to the transformation of the entrepreneurial environment in the context of the development of the market of innovative technologies in Ukraine will become the basis for the development of applied scientific research.
