IMPROVEMENT OF METHODOLOGICAL TOOLKIT FOR ASSESSING THE COMPETITIVE POTENTIAL OF THE INDUSTRIAL SECTOR IN THE CONDITIONS OF ECONOMY OF RECOVERY

Анотація

The article improves the methodological tools for assessing the competitive potential of the industrial sector in the conditions of the recovery economy based on the construction of a spatial map of competitive potential. The need to transition from traditional additive approaches to a comprehensive multidimensional assessment model is substantiated, which allows taking into account not only the general level of competitive potential, but also structural disparities, asymmetries and the level of balance of functional components of the development of the industrial sector. The methodological basis of the study is the system, structural and integral approaches, as well as the methods of index analysis, minimax normalization, geometric aggregation and statistical assessment of structural balance. Within the framework of the study, a seven-component system for assessing the competitive potential of the industrial sector has been formed, covering resource availability, production and technological development, investment reproduction, professional capacity, digitalization, resilience and institutional development. The use of the integrated competitive potential profile (CPI), the balance index (SB) and the asymmetry coefficient (AI) is proposed, which makes it possible to comprehensively assess the level of development of the industry and identify critical structural imbalances. The proposed methodology was tested on the example of the construction industry of Ukraine. The results of the study showed that in 2025 the construction industry is characterized by an average level of competitive potential with a sufficiently high structural balance and adaptability to the conditions of the war economy. It was established that the most stable components of the competitive profile are resilience and production and technological development, while the main risks of long-term competitiveness are associated with resource supply, investment reproduction and human capital limitations. The constructed spatial map of competitive potential made it possible to visualize the structural configuration of the development of the industry and identify zones of competitive stability, adaptive reserve, modernization and structural risk.
