Reforming of public administration in Ukraine in the context of the European integration

Анотація

In this article the main approaches of reforming of public administration in Ukraine are designated on the basis of application of a system of general scientific and special methods of knowledge in the context of the European integration. The authors note that the effective public administration stipulates the ability of a state to develop and to embody an effective state policy in key spheres of the activity of a society, to give the administrative services, to provide a welfare and a social protection of citizens, the competitiveness of a country and an economic growth. The quality of public administration plays a fundamental role in the process of the European integration, acting as the motive power of the reforms, necessary for achievement of compliance to criteria of membership in the European Union. The reform of public administration is one of the major horizontal reforms as acts as a prerequisite for application of the legislation which is approximate to the law of the EU. The purpose of reforming of public administration is definition and strengthening of the general administrative and administrative ability of administration on the basis of the principles of appropriate administration and the best experience of the EU member-states, its transformation into the effective instrument of continuous and sustainable development of Ukraine. In the article it is summarized that the Europeanization of a domestic system of public administration linked on influence on this process of a significant amount of multidimensional and multilevel system, the external and the internal factors, to which it is necessary to refer the European structures and institutions, the state and the branch policies, the supranational legislation, the social and the psychological artifacts, the values, the norms and the rules, the historical and the cultural traditions, the eurointegration experience of the other countries. Let`s notice that a basis of the influence have to become the basic principles of the European integration which realization has to be directed to creation of the uniform social and economic space and be carried out in compliance to the public democratic values.
