CONTRADICTIONS AND SYNERGY OF THE STATE ECONOMIC AND SOCIAL POLICIES

Анотація

The article is devoted to the study of contradictory and synergistic aspects of the state economic and social policies, substantiating the need for their systematic interaction in Ukraine, especially in the context of martial law, reforms and European integration. It is underlined that the analysis of economic and social policies is the key to the understanding of modern states functioning and modernization mechanisms, forms a scientific basis for making effective management decisions, contributes to the harmonization of economic development goals and improving the quality of the population life, helps to prevent socio-economic imbalances. It has been established that the interaction of the studied policies is usually complementary, while the nature of potential contradictions has been clarified, arguments are presented in favor of the fundamental conflict absence and the appropriateness of a synergistic approach. It is substantiated that social policy is considered as a necessary element of economic strategy, which ensures institutional and social sustainability of social systems, human development, stability and the economy long-term growth. It has been highlighted that the social component of socio-economic policy plays the leading role in the countries with well-developed economics and that despite the significant budget expenditures, social programs are considered as strategic investments, and not as a fiscal burden. It is noted that the assessment of economic and social policies interaction in Ukraine indicates the presence of the both elements of complementarity and significant structural contradictions, and the evidence base of both manifestations has been presented. It is proved that Ukraine is still characterized by the dominant influence of differences between the economic and social policies, that synergy between them exists, but it is fragmentary and often situational. The recommendations for strengthening the interaction between economic and social policies at the national level have been proposed.
