Features of migration management in Ukraine in 2004–2005: a historical perspective

Анотація

This article examines the characteristics of the activities and key aspects of the functioning of Ukraine’s state migration service agencies in 2004–2005 in the context of regulating national migration policy. It analyzes the historical, legal, and organizational aspects of their activities in the context of addressing issues in the migration sphere. It examines issues related to the development of ethno-national processes, the safeguarding of the livelihoods of national minorities, and the qualitative transformations that have taken place within their communities. The focus of the activities of Ukraine’s state migration service agencies is on the key tasks and mechanisms they have employed to ensure the necessary conditions for the return, resettlement, social adaptation, and integration of deported Crimean Tatars and persons of other nationalities. The report examines specific measures aimed at the construction of housing for deported peoples and the implementation of socio-cultural initiatives. Emphasis was placed on the need to develop international cooperation with representatives of foreign organizations responsible for migration issues. The implementation of state policy regarding Ukrainians living abroad was analyzed, and measures for cooperation in this area were identified. The primary objective is to provide tangible and effective assistance to Ukrainian communities living abroad in ensuring their cultural, educational, and linguistic rights. The challenges encountered in the process of ensuring the rights of refugees and asylum seekers have been identified, and solutions have been outlined. An important aspect was the delegation of functions related to the regulation of issues concerning refugees and asylum seekers to the territorial offices of the Migration Service, which began operating as separate legal entities in 2005 and are directly subordinate to the State Committee for Nationalities and Migration.
