Conceptual Model of Personnel Management in the Public Sector in the Conditions of Public Administration Reform
Анотація
The relevance of the study is due to the need to improve the human resources management system in the public sector in the context of public administration reform, digital transformation, European integration and post-war reconstruction of Ukraine. The growing requirements for the efficiency of public authorities actualizes the need to form modern human resources management models capable of integrating strategic, organizational, personnel and digital components into a single system. Despite the significant number of scientific works on the issue of HRM in the public sector, the issue of building a holistic human-centric model adapted to the modern conditions of development of public administration in Ukraine remains insufficiently developed. The purpose of the article is to theoretically substantiate and develop a conceptual structural-functional human-centric model of human resources management in the public sector based on the generalization of modern scientific approaches, international experience and provisions of strategic human resources management. The study is of a theoretical and conceptual nature and is based on the application of systemic, structural-functional, comparative and logical-analytical approaches, as well as methods of scientific generalization and conceptual modeling. A generalization of modern scientific approaches to personnel management was carried out, international experience in the development of HRM in the public sector was analyzed and the possibilities of its conceptual integration into the domestic public administration system were substantiated. As a result of the study, a conceptual structural and functional model of personnel management was developed, which combines resource provision, basic personnel processes, supporting mechanisms and strategic guidelines for the development of the human resources management system. The scientific novelty lies in the formation of an integrated human-centric model that systematically combines the principles of strategic HRM, digitalization of personnel processes, human capital development and organizational development. The practical significance of the study lies in the possibility of using the proposed model as a theoretical and methodological basis for improving the personnel policy of public authorities and conducting further applied and empirical research. Prospects for further research are related to empirical testing of the model, development of a system of indicators for assessing its practical application, and research into the possibilities of adaptation to different levels of public administration.
