The Role of Financial Activity of the Modern State of Ukraine for Environmental Safety

The article is devoted to questions of financial activity of the modern state of Ukraine in the context of ensuring environmental safety. It is noted that ensuring environmental safety is one of the key tasks of the modern state of Ukraine, which is defined in the Constitution of Ukraine and needs to be solved in the process of implementing its functions. Environmental situation depends on a large extent on the financial activity of the modern state of Ukraine. In the course of the work the understanding of the modern state of Ukraine, its tasks, functions were defined. The modern state of Ukraine is a social public institution, which ensures the integrity, management and development of society. Before the modern state, Ukraine, like any other state, is interconnected with its purpose, tasks and functions, including the provision of environmental safety. The content of each of the tasks determines the scope and boundaries of the state's activity to resolve them. In order to solve the problem of ensuring environmental safety, the modern state of Ukraine implements a number of its inherent functions, first of all, with the use of legal means, etc. The positions expressed in the legal literature concerning the understanding of the concept of "ensuring environmental safety" are analyzed. It is established that the role of financial activity of the modern state of Ukraine in solving tasks, implementation of functions related to the provision of environmental safety is unconditional. The State Fund for the Protection of the Environment is created for financing. It accumulates funds raised from the pollution charge for the environment and other funds specified by the legislation, which are used for the purposeful financing of environmental and resource-saving measures related to environmental protection, including financing of scientific research on these issues. This fund is an integral part of the State Budget of Ukraine for financing environmental programs. However, the use of budget funds requires their effective use.
