INTRODUCTION OF NEW GRANT INSTRUMENTS TO SUPPORT ENTREPRENEURSHIP IN THE POST-WAR RECOVERY

Анотація

The article substantiates and identifies effective directions for the introduction of new grant instruments to support entrepreneurship in Ukraine, which will be necessary for the post-war recovery of the national economy. The study analyzes the theoretical and methodological approaches to grant financing of entrepreneurial activity and assesses the current state of development of small and medium-sized businesses in Ukraine in the context of the consequences of wars. The existing tools and programs of grant support for entrepreneurship, their effectiveness and limitations are outlined and studied. It is emphasized that traditional models of grant support require a deep modernization, taking into account current needs: restoration of production facilities, business relocation, creation of new jobs in the affected regions, and stimulation of innovation activity. The article highlights the international experience of introducing grant instruments in crisis conditions and the possibilities of its adaptation to Ukrainian realities. Based on the results of the study, new approaches, mechanisms and tools for grant support for entrepreneurship that meet the current challenges and needs of economic recovery are proposed. Namely, the need to introduce a regionally oriented grant policy, with a focus on supporting structurally vulnerable regions, in particular those that have suffered the greatest destruction as a result of hostilities; in the context of technological transformation of the economy, it is necessary to expand the range of innovative support tools; it is important to intensify support for the relocation of businesses affected by the war; it is advisable to digitalize the system of submitting and monitoring grants and ensure institutional coherence and management sustainability of the grant system. To summarize: the introduction of new tools and innovative mechanisms allows us to move to a targeted, transparent and flexible system of grant support that meets the challenges of economic recovery in Ukraine during the war and post-war period. Their implementation creates conditions for strengthening MSMEs as the main driver of the economy, developing the innovation ecosystem, accelerating decentralized economic growth, and integrating into the European economic space.
