THE ROLE OF THE CIVIL SOCIETY SECTOR IN ENSURING THE RESILIENCE OF THE LABOR RESOURCE MANAGEMENT SYSTEM OF THE REGION’S PUBLIC SPHERE
Анотація
The article examines the role of the civil society sector in ensuring the resilience of the public sphere labor resource management system at the regional level under wartime transformations, decentralization, digitalization, and post-war recovery. It is argued that the contemporary public sphere functions as a multi-level space in which the civil society sector increasingly acts not as an auxiliary actor but as a systemic component of regional workforce support. Unlike the civil service and local self-government bodies, the labor resources of civil society organizations are characterized by high mobility, networked interaction, value-based orientation, flexible forms of employment, and a strong capacity for self-organization.
