Conceptual foundations for forming the architecture of the life events superapp «Diia.Life» in the public administration system

Анотація

This study investigates the theoretical and methodological foundations, as well as the applied aspects, of the digital transformation of public administration processes within the context of the evolving platform state model and post-war recovery. A comprehensive analysis of contemporary digitalization challenges was conducted, highlighting the emergence of critical structural discrepancies between the external client experience (front office) and the internal algorithmic interoperability of state registries (back office). The research substantiates the strategic role of scaling the existing «Diia» system into an intelligent super-app, «Diia.Life». This transition aims to shift from traditional on-demand administrative service provision to intuitive and predictive support for citizens' key life events throughout their entire life cycle. The study employs general scientific systemic and structural-functional approaches, abstract-logical methods, and architectural modeling techniques to design the structural interaction of the ecosystem’s eight modules. The proposed «Diia.Life» architectural model incorporates stages of algorithmic support ranging from childbirth (based on the «zero-click» principle) to academic integration, business management with «SMART taxes», e-democracy, and automated legal succession. The study elucidates the role of the updated unified data bus architecture (Trembita 2.0), master data management systems, and predictive analytics driven by an AI assistant (Diia.AI). The feasibility of implementing an innovative dynamic «Life rating» mechanism and «quadratic voting» algorithms as socio-economic motivation tools is proven. It is substantiated that this architecture will ensure exclusively positive social motivation, strictly complying with the ethical requirements of the European Artificial Intelligence Act (EU AI Act), while mitigating the potential risks of repressive scoring. The practical value of these research findings lies in developing an indispensable toolkit to systematically eliminate existing corruption schemes, reduce the operational burden on the state apparatus, and establish a macroeconomic foundation where digitized human potential serves as the primary driver for innovative regional recovery. Further scientific research will focus on exploring the principles of semantic interoperability in the creation of a unified state data repository (Data Lake).
