STRATEGICALLY ORIENTED PROJECT MANAGEMENT OF THE DEVELOPMENT OF TERRITORIAL COMMUNITIES IN CONDITIONS OF UNCERTAINTY AND RESOURCE CONSTRAINTS

Анотація

The article examines the theoretical, methodological and applied principles of strategically oriented project management of the development of territorial communities in conditions of uncertainty, indeterminacy of the external environment and resource constraints. The feasibility of the transition from fragmented management of individual initiatives to a holistic multi-level project management model that integrates strategic planning, a portfolio approach, organizational coordination, process discipline, risk management and performance assessment is proven. The content of the strategic level of the model is revealed, which involves the formation of a vision of community development, the definition of strategic and operational goals, the establishment of project prioritization criteria, the use of scenario planning, the definition of an acceptable level of risk, «red lines», strategic indicators and reserves. It is emphasized that it is the strategic level that ensures the coordination of project initiatives with the long-term priorities of the community and the principles of sustainable development. Particular attention is paid to the organizational level, within which the role of the project office, portfolio committee, risk managers, escalation regulations and the base of accumulated management experience are substantiated. It is shown that the institutional capacity of the community largely depends on the presence of clearly defined roles, procedures, documentation standards, coordination and monitoring mechanisms. The process level of the model is considered through the sequence of stages of the project cycle: identification of the need, pre-project analysis, preparation of the project passport, selection and inclusion in the portfolio, implementation, monitoring, evaluation and closure. The importance of using a risk register, early signals, response plans, reserves, checkpoints for transition between stages, phased refinement of plans and formalized change management is emphasized. The result level of the model is focused on measuring not only the immediate products of the project, but also the results and long-term impact on the socio-economic, environmental and institutional development of the community. It is concluded that strategically oriented project management is an effective tool for ensuring sustainable development of territorial communities, as it allows combining long-term goals with practical mechanisms for implementation, control and adjustment of projects. Its implementation ensures the transition from reactive and situational management to systemic, adaptive and effective management of community development.
