METHODICAL APPROACH TO IDENTIFYING DOMINANT INFRASTRUCTURE CHANGES IN ENSURING THE RESILIENCE OF THE QUALITY OF LIFE OF UKRAINE’S POPULATION

Анотація

The article provides a comprehensive substantiation of a methodical approach to identifying the dominants of infrastructure changes in ensuring the resilience of the quality of life of Ukraine’s population under wartime and post-war transformations. The relevance of the study is determined by large-scale destruction of critical and socially significant infrastructure, the intensification of physical, hybrid and cyber threats, and the need to shift from fragmented infrastructure recovery to a systemic, people-centred prioritization of infrastructure policy focused on social outcomes. The paper proposes an author’s interpretation of the dominants of infrastructure changes as priority directions, characteristics and managerial decisions in the transformation of infrastructure systems that ensure the greatest integrated contribution to the resilience of quality of life, understood as society’s ability to maintain basic living conditions, adapt to recurrent shocks and rapidly restore access to vital services. The methodical approach integrates systemic, resilience-based and socially oriented perspectives and is implemented through a staged algorithm that includes identifying components of quality of life and their infrastructural determinants, structuring infrastructure sectors according to their criticality for the population, developing criteria of dominance, conducting matrix-based evaluation of infrastructure changes, and revealing their multiplicative social effects. As a result, key dominants of infrastructure changes are identified, including decentralization and modularity of infrastructure, redundancy and duplication of critical functions, rapid recoverability of networks and services, digitalization of monitoring and management, cyber resilience, energy efficiency and reduction of energy poverty, inclusiveness of infrastructure solutions, and institutional capacity for recovery governance. The practical value of the research lies in the possibility of applying the proposed approach as a tool for substantiating priorities of national, regional and local recovery policies with a focus on strengthening the resilience of the quality of life of Ukraine’s population.
