Conceptual model of formation of the entrepreneurial environment in the conditions of post-war reconstruction.
Анотація
The article actualizes the problem of transforming the entrepreneurial environment of Ukraine in the conditions of global challenges of the post-war period of 2024–2026. It is substantiated that traditional models of economic stimulation, oriented toward stable market institutions, prove ineffective in conditions of physical capital destruction, logistics chain disruption, and critical institutional uncertainty. There is an objective need to develop a conceptually new adaptive model capable of ensuring not only the restoration of lost capacities but also a qualitative leap to high-tech and inclusive entrepreneurship. Particular attention is paid to the role of the state as a digital platform that ensures transparency in resource allocation and levels out corruption risks. Aim. The purpose of the article is the scientific substantiation and development of a multi-level conceptual model for the formation of the entrepreneurial environment in the conditions of post-war recovery, based on the integration of digital innovations, institutional transparency, and mechanisms of social inclusion. Materials and Methods. The methodological basis of the study consists of D. North's neo-institutional theory, the concept of entrepreneurial ecosystems, and the theory of human capital. A set of methods was used: system-structural analysis (to identify functional blocks of the model); abstract-logical generalization (to form theoretical conclusions); methods of scenario modeling and graphic visualization of economic processes. Results. Based on the research, a conceptual model was developed that integrates four strategic modules: regulatory-digital, financial-acceleration, technological, and socio-cooperative. It is proved that "digital transparency" of permitting and investment procedures is a key factor in stabilizing the entrepreneurial environment, allowing for a 20-25% reduction in transaction costs compared to traditional bureaucratic models. The role of veteran business and social entrepreneurship as a foundation for social resilience of communities is substantiated. It is established that the synergy of state risk guarantees and private technological initiatives creates the "investment multiplier" effect necessary for rapid reindustrialization. A mechanism for stakeholder interaction within Regional Recovery Councils is formed. Perspectives. Further scientific developments will be aimed at creating tools for monitoring the "entrepreneurial confidence index" in affected regions and developing algorithms for automated strategic risk management in the context of Ukraine's integration into the EU single digital market.
