GROWTH OF HUMAN POTENTIAL OF COMMUNITIES AT THE STAGE OF POST-CRISIS RECOVERY: DIRECTIONS AND INDICATORS
Анотація
The article discusses the theoretical foundations and practical approaches to determining the directions and indicators of human potential growth in local communities during the post-crisis recovery period. It highlights the difference between the concepts of “human capital” and “human potential,” where the latter is interpreted as a broader resource of the collective abilities, competencies, and motivations of the population that can be transformed into economic and social value for the community. Based on an analysis of scientific research, it is substantiated that human potential plays a system-forming role in ensuring sustainable development, fostering innovation, social cohesion, and competitiveness of territories. Particular attention is paid to the characteristics of the crisis state of communities, which manifests itself through social, economic, political, and environmental dysfunctions. It is shown that effective post-crisis recovery is impossible without the activation of human potential, the participation of residents in decision-making, the support of local authorities, the development of education and economic opportunities, as well as without providing psychological support to the population. The article proposes a system of indicators for assessing human potential, covering aspects of its orientation, internal components, functional implementation, and social involvement. The importance of using comprehensive methods of integral assessment, in particular the human development index and the human capital index, is emphasized. It concludes that human potential plays a key role in ensuring the sustainability of communities, their ability to adapt and develop in the long term in the context of post-crisis transformations. The practical significance of the research results lies in the possibility of using the proposed indicators and approaches by local authorities, regional analytical centers, and project teams to develop development strategies, post-crisis recovery plans, and assess the real capacity of communities. The methodologies described in the article can serve as a basis for creating a system for monitoring human potential, identifying priority areas for investment, preparing education and professional retraining programs, and strengthening citizen participation in governance processes.
