METHODOLOGICAL APPROACHES TO EVALUATING THE EFFECTIVENESS OF INTEGRATION PROCESSES IN THE AGRICULTURAL SECTOR

The deepening of integration processes in Ukraine’s agro-industrial complex amid European integration reforms and the structural reorganization of the agricultural sector highlights the need to develop a validated analytical toolkit for quantifying and monitoring their effectiveness. The aim of the study is to construct and theoretically substantiate a methodology for assessing the effectiveness of integration processes in the agro-industrial complex based on a systems approach, with the formation of an integral index of integration process effectiveness (IIIPE). To achieve this objective, the following tasks were addressed: systematization and verification of a set of effectiveness parameters across six functional blocks; development of a two-level weighted model for aggregating indicators; justification of a unified scale for linear normalization; and differentiation of weight configurations according to the organizational and legal form of the integration structure. The research employed methods of systems analysis, multi-criteria decision making (MCDM), linear normalization of quantitative indicators, and structured expert evaluation of qualitative parameters. The IIIPE is constructed as a two-level weighted sum: at the first level, group sub-indices are calculated for each of the six blocks – economic, production-technological, market, organizational-managerial, social, and environmental; at the second level, the sub-indices are aggregated into an integrated indicator within a normalized range of 0–5. The parametric system encompasses 26 indicators with differentiated weighting coefficients adapted to the objective function of agricultural holdings, cooperatives, and clusters. A five-level IIIPE interpretation scale has been developed with specific recommendations for managerial response, as well as a correction coefficient α_T that neutralizes organizational specifics in cross-structural comparative studies. The practical value of this work lies in the possibility of implementing the toolkit by state agricultural management bodies, industry advisory services, and the management of integration entities for the analytical support of strategic decisions, benchmarking, and monitoring the effectiveness of agro-industrial associations of various organizational forms.
