Transformation of Ukraine's Agro-Industrial Complex on the Basis of Sustainable Development in the Context of European Integration
Анотація
Ensuring food security and environmental sustainability in the face of global challenges makes research on the role of the agro-industrial complex in achieving the Sustainable Development Goals relevant. The purpose of the article is to identify the key barriers to sustainable development of Ukraine's agro-industrial complex and to substantiate strategic priorities for its modernisation based on international experience. The research is grounded in a systematic approach to analysing the evolution of the sustainable development concept and a comparative analysis of agro-industrial complex development models in different countries. Particular attention is paid to examining the impact of the European Green Deal on the competitiveness of the domestic agricultural sector. The scientific hypothesis posits that implementation of sustainable development principles in Ukraine's agro-industrial complex is possible through comprehensive overcoming of institutional, financial, and technological barriers while adapting global practices. The study employs methods of historical and comparative analysis, statistical analysis of employment dynamics in the agricultural sector, and a system-structural method to identify interconnections between sustainable development components. Historical stages of the sustainable development concept formation have been systematized. The experience of the EU, USA, Brazil, and Argentina has been analysed. Key barriers to implementing the European model have been identified: institutional constraints, financial difficulties, legal environment instability, and low levels of technological equipment. A trend toward employment reduction while maintaining low wages in the agro-industrial sector has been established. The dual role of the European Green Deal as both a stimulus for modernization and a potential barrier through the CBAM mechanism has been characterized. Scientific novelty consists in a structured, multi-dimensional identification of barriers to sustainable development of Ukraine's agro-industrial complex and the substantiation of strategic priorities for its modernisation. The theoretical significance lies in developing conceptual foundations for integrating sustainable development principles into Ukraine's agro-industrial complex management considering global trends. The practical significance is determined by the formulation of recommendations on priority directions of state policy supporting sustainable development of the agro-industrial complex and adaptation to European Green Deal requirements. The scientific novelty is defined by a comprehensive approach to identifying barriers to sustainable development of Ukraine's agro-industrial complex and substantiating strategic priorities for modernization. Research prospects are related to developing mechanisms for financing the environmental transformation of the agro-industrial complex and assessing the effectiveness of adaptation measures.
