Анотація
The full-scale war launched by the Russian Federation against Ukraine has caused unprecedented damage to the country's energy infrastructure, destroying or damaging over 60% of itscritical assets.This crisis, however, presents a unique opportunity to rebuild not by replicating the outdated centralized Sovietmodel, but by designing a modern, resilient, and market-oriented power system.Drawing on international experience from the United States and the European Union, this chapter proposes a hybrid model for Ukraine's energy market reconstruction.It combines the EU's liberalized, exchange-based marketarchitectureessential for ENTSO-E integrationwith U.S.-style reliability mechanisms, such as capacity markets and nodal pricing.The study re-evaluates traditional investment tools like Levelised Cost of Electricity (LCOE) and screening curves, adapting them to war time conditions by incorporating security externalities, modularity, and recovery speed.Furthermore, it emphasizes the institutional foundations of reform: functional unbundling, independent TSO/DSO operations, and a proactive regulatory authority.The analysis concludes that Ukraine's post-war energy system must prioritize resilience ove costminimizational one, integrating distributed generation, smartgrids, and demand-side flexibility to ensur enational security and sustainable recovery. , ' , , . - , , .
