THE INFLUENCE OF THE EDUCATIONAL COMPONENT ON THE DEVELOPMENT OF HUMAN CAPITAL IN UKRAINE

Анотація

The article is devoted to the research of the impact of education on the development of human capital in Ukraine.The purpose of education is the comprehensive development of a human as a person and the highest value of society, its talents and also intellectual, creative and physical abilities that are necessary for the successful self-realization of competences.An important component of education is the education of responsible citizens, able to make informed public choices and direct their activities for the benefit of the country, ensuring the sustainable development of Ukraine in future and realizing its European choice.The research provides materials and statistics that give a clear understanding of the trends in expenditures on educational services at the level of household and economic level in general.It has been shown that Ukraine has a chance to occupy a leading position in the ranking of indices for the development and formation of human capital due to the high level of education and science.The main components of spending on education at the microeconomic level, the impact of education on the amount of wages in Ukraine have been considered.The analysis and estimation of firm's expenditures on education and vocational training showed that the average monthly cost per employee increased more than twice during 2014-2018, but the share of vocational training expenses in the total amount of firm's expenditures on labor is too insignificant (0.2%).It has been paid attention to the necessity of support of the education sector by state authorities that will lead to the effective formation and development of human capital, which is the basis for improving Ukraine's competitiveness at the present stage.It has been emphasized that the positive impact of the educational component on the development of human capital is manifested in the compensation of the costs of population aging, the creation of modern working places, the formation of employees with the necessary competencies (creative, entrepreneurial, digital), stimulating business to create new employment due to which work becomes highly productive.It has been characterized the stimulating factors of investment in the educational sphere, in particular the development of the newest technologies, the introduction of new equipment, the increase of communication opportunities that change the structure of production and service; fundamental changes in demand and consumers' behavior under the influence of NTP; globalization of economic development.
