ORGANIZATION OF FINANCING AND BANK LENDING TO THE MILITARY-INDUSTRIAL COMPLEX UNDER MARTIAL LAW
Анотація
Since the onset of the full-scale war in 2022, Ukraine’s military-industrial complex has become vitally important to national security, and its development constitutes a prerequisite not only for defense but also for post-war economic recovery. Methods: analysis, synthesis, induction, deduction, comparative legal studies, and the adaptation of foreign experience to the financing of Ukraine’s defense industry. It has been established that the program-targeted method in the military-industrial complex allows focusing resources on priority areas of its development. Results: it has been established that financing Ukraine’s military-industrial complex is not solely a matter of the armed forces and the defense industry, but also of economic stability, national security, and the country’s future as a producer of high-tech military and dual-use products. It has been demonstrated that organizing the financing of the military-industrial complex during wartime must ensure a balance between centralization and flexibility, and between government oversight and private initiative. State target programs have been identified as the primary instrument for the accelerated development of Ukraine’s defense industry under wartime conditions. It has been proven that the successful implementation of these programs forms the foundation for a strategy of wartime resilience and post-war industrial modernization. It is argued that the program-targeted approach in the military-industrial complex makes it possible to concentrate resources on priority areas, ensure coordination between government agencies and enterprises, increase the efficiency of budgetary expenditures, and establish a results-oriented planning system. Conclusion: new forms of organizing the financing of defense industry enterprises are proposed, including joint defense ventures, defense-industrial hubs, a centralized defense fund, advance-payment subscription contracts, and a rapid financing mechanism via Prozorro. It is established that bank lending to the military-industrial complex is a strategic instrument that not only sustains production under challenging conditions but also builds the sector’s financial resilience.
