The evolution of scientific approaches to the organizational and economic mechanisms for ensuring transport services for agricultural producers
Анотація
The article presents a comprehensive study and systematization of scientific approaches to the formation of an organizational and economic mechanism for ensuring transport services for agricultural producers in the context of innovation development. It proposes directions for improving state regulatory instruments, considering the impact of transport infrastructure and multimodal transportation on the farm sector’s efficiency, and identifies priority areas for enhancing logistical support in the agricultural industry. The study highlights the need to recognize that the current lack of precise coordination among governmental authorities, logistics operators, and producers hinders the formation of an effective transport service system for agricultural producers. Most regional transport routes fail to meet modern requirements for multimodal transportation, which significantly constrains the implementation of innovative logistics solutions. Inflationary pressures, currency fluctuations, and a shortage of investment contribute to the unpredictability of transportation costs for agricultural products. Attention is drawn to the ongoing transformation in scientific thinking regarding the organizational and economic mechanisms of transport logistics from isolated management decisions to a comprehensive, predictable, and measurable logistics system. This reflects a gradual shift from traditional regulatory approaches to innovative ones based on quantitative analysis and adaptive management of logistics flows. As a result, this evolution lays the groundwork for enhancing the competitiveness of the agricultural sector in the face of global economic instability. The article outlines approaches to introducing regulatory tools that are crucial for shaping forecast indicators in agricultural transport logistics management, as they provide a structured basis for data collection and analysis necessary for informed predictive decision-making. It is recommended that the following indicators be applied in practice: the coefficient of transport capacity utilization, unit transportation cost, delivery time, logistics operation accuracy, and the share of transport costs in the total cost structure. These indicators reflect a conceptual shift from descriptive to quantitatively analytical understanding of logistics processes in agriculture.
