ENTREPRENEURIAL ECOSYSTEMS OF THE SERVICE SECTOR AS A PLATFORM FOR BUILDING RESILIENT BUSINESS UNDER CONDITIONS OF ECONOMIC TURBULENCE IN UKRAINE

The article explores entrepreneurial ecosystems in the service sector as a foundational platform for the formation and development of resilient business models under conditions of economic turbulence driven by global crises, digital transformation, and wartime challenges in Ukraine. In contrast to traditional firm-centered approaches, the study substantiates that business resilience in the service sector is not solely determined by internal organizational capabilities but is largely shaped by the structure, maturity, and functional effectiveness of the surrounding entrepreneurial ecosystem. The paper conceptualizes the entrepreneurial ecosystem of the service sector as a complex, multi-level system of interactions among entrepreneurs, consumers, educational and financial institutions, digital platforms, regulatory bodies, and professional communities. This system enables the creation, delivery, adaptation, and scaling of services in response to dynamic environmental changes. Particular attention is paid to the service sector as a специфічне економічне середовище characterized by intangibility, simultaneity of production and consumption, high dependence on trust and customer interaction, and increased sensitivity to external shocks, which together determine both its vulnerability and adaptive potential. The research emphasizes the sectoral heterogeneity of the service economy and demonstrates that the mechanisms of resilience formation vary significantly across different segments, including education, IT and digital services, creative industries, financial and consulting services, local services, and healthcare. A special focus is placed on medical and dental services as critically important and highly regulated segments that combine economic, social, and safety dimensions. Their resilience is interpreted not only as economic adaptability but also as the ability to ensure continuity of essential services, maintain patient trust, comply with regulatory standards, and integrate managerial and digital innovations under conditions of heightened risk. Furthermore, the article highlights the growing importance of veteran entrepreneurship in the context of Ukraine’s wartime and post-war transformation. The service sector is identified as one of the most accessible entry points for veterans due to its relatively low barriers to entry, flexibility, and reliance on individual competencies. Veteran entrepreneurship is thus considered an integral component of inclusive entrepreneurial ecosystems, contributing to socio-economic reintegration, job creation, and the recovery of local economies. Based on the synthesis of theoretical approaches and empirical generalizations, the authors propose a conceptual model of the entrepreneurial ecosystem in the service sector. This model integrates institutional, economic, social, and digital components and reflects the interaction between ecosystem actors, sectoral characteristics, adaptive mechanisms (such as innovation, cooperation, digitalization, and learning), and resilience outcomes. In addition, a system of indicators for assessing business resilience in the service sector is developed, encompassing economic stability, organizational adaptability, ecosystem integration, and sector-specific factors. The study argues for the methodological relevance of combining ecosystem, service-dominant, and resilience-based approaches as a comprehensive analytical framework for understanding and managing business development in conditions of uncertainty, volatility, and systemic disruption. The results contribute to the advancement of theoretical foundations of entrepreneurial ecosystems and provide practical implications for policymakers, educational institutions, and business support organizations in designing strategies aimed at strengthening resilience and adaptive capacity of service-based entrepreneurship in Ukraine.
